N.C. State Board of Elections Makes Changes to Overseas and Military Voting
On July 21, 2025, the N.C. State Board of Elections approved Numbered Memo 2025-01 Changes to Voting for Military and Overseas Voters. The Memo provides guidance on changes to the legal requirements and processes for military and overseas voters. The Memo indicates the changes are in response to court rulings in the 2024 NC supreme court race.

Military and Overseas Voters: Starting with the 2025 municipal elections, in order for military and overseas voters to vote in North Carolina state and local contests using an absentee ballot, they must submit: (1) an acceptable photocopy of a photo ID or (2) a completed Photo ID Exception Form with their ballot.

Overseas U.S. citizens who have never resided in North Carolina: U.S. citizens, who were born abroad and have never resided in North Carolina but whose parent was last eligible to vote in North Carolina, are no longer allowed to vote in North Carolina state and local elections. They can only vote in federal contests.

NC State Board of Elections Launches Registration Repair Project
The NC State Board of Elections has launched a Registration Repair Project to collect identification numbers – driver’s license numbers or the last four digits of social security numbers (SSN4) – for 100,000+ voters missing them on the state’s voter rolls.

The Registration Repair Project is part of the Board’s “Plan to Collect Incomplete Registration Information from Certain Voters” approved on June 24,2025.

State Board of Elections Issues Plan to Collect Incomplete Voter Registration Information
The State Board of Elections unanimously approved a “Plan to Collect Incomplete Registration Information from Certain Voters.” The goal of the plan is to collect missing identification numbers for voters lacking them on the NC State Elections Board voter rolls. The Board will seek to obtain driver’s license numbers (DL#) or the last four digits of Social Security numbers (SSN4) for 195,000 registered North Carolina voters who lack either number in their voter records.

DNC Contends Plan to Collect Missing Voter Information Could Prevent Many Voters from Voting
On July 11, the Democratic National Committee (DNC) sent a letter to the NC State Board of Elections contending the Board’s recently adopted “Plan to Collect Incomplete Registration Information from Certain Voters” is in violation of the National Voter Registration Act (NVRA).  The DNC is threating legal action unless the Board resolves the violations by October 9, 2025.

NC Racial Gerrymandering Trial
A federal trial over North Carolina’s Congressional and state senate maps concluded on July 9. The lawsuit claims the N.C. Republican legislators violated federal law and the U.S. Constitution when they enacted new electoral maps in October 2023. The plaintiffs, including the NAACP, claim 2023 electoral maps were drawn to decrease minority voting power and increase Republican power.

DOJ Sues NC Board of Elections Over Voter Registration Records
The U.S. Department of Justice U.S Department of Justice filed a lawsuit in U.S. District Court against the North Carolina Board of Elections (NCSBE) on May 27 for failure to maintain an accurate voter list in violation of the 2002 Help America Vote Act. The DOJ alleges the voter registration form, which was used prior to January 2024, wasn’t clear that applicants were required to provide either their driver’s license number or the last four digits of their Social Security number.
